Shanghai Maritime Court sets up Haitou Circuit Trial Site

Haitou Circuit Trial Site of Shanghai Maritime Court was officially unveiled on August 30, 2017. President Zhao Hong of Shanghai Maritime Court, President Cai Shaogang of Lianyungang City Intermediate People's Court and Secretary Sun Aihua of CPC Committee in Ganyu District of Lianyungang City attended the opening ceremony and delivered a speech respectively. President Zhao Hong and President Cai Shaogang unveiled the circuit court jointly.

Haitou Circuit Trial Site is another circuit trial site after Dafeng, lvsi, and Rudong, which were set up by Lianyungang Dispatch Division and Yangkou Dispatch Division of Shanghai Maritime Court in Jiangsu Province. The establishment of Haitou Circuit Trial Site is an important step for Shanghai Maritime Court to further strengthen the maritime jurisdiction and the work of circuit trial, to facilitate the parties involved in litigation and to promote the disputes to be solved locally.

In recent years, the fishing and bulk cargo transportation industries have been developing rapidly in Haitou and surrounding areas in Ganyu District of Lianyungang City, Jiangsu Province. Haitou Port, as a national central fishing port, has objective requirements for maritime trial and judicial service. Shanghai Maritime Court sets up Haitou Circuit Trial Site to specifically deal with the dispute cases in which the ships and the fishermen in Ganyu areas are involved. The setting will provide more convenient judicial service for economic and social developments in Lianyungang areas.

Shanghai Maritime Court will arrange the specialized liaison in Haitou Circuit Trial Site which will be responsible for the registration of the cases, reception of the parties, contact service and other daily work. The judge will regularly go to the circuit court every month to conduct concentrated trial and mediate relevant cases. By solving the issues locally, it facilitates the litigation parties and can settle the disputes easily. At the same time, the judge will carry out various forms of legal publicity activities according to the local fishery production conditions for promoting the legal construction in Ganyu areas.

President Zhao Hong of Shanghai Maritime Court, said that in the future, the advantages of jurisdiction of Shanghai Maritime Court should be further expanded, the requirements of justice for the people and judicial justice should be further implemented and the working mechanism of the circuit trial should be further improved in order to facilitate and ensure the parties to achieve litigation rights and protect their interests. The court should truly face to the ports, face to the fishermen and face to the basic units, so as to provide a greater sense of access to maritime justice and provide more effective judicial service for economic and social developments in Lianyungang areas.
