China’s first Smart Maritime Court Practice Base established in Shanghai


On June 28, 2017, China’s first Smart Maritime Court (Shanghai) Practice Base was formally established in Shanghai Maritime Court. Shen Deyong, Deputy Secretary of the Party Committee and Executive Vice Director of the SPC, together with Chen Yin, Member of Shanghai Municipal Committee and Secretary of the Political and Legal Committee, Vice Mayor, attended the launch ceremony.


Shen stressed in his speech that it was important to actively embrace modern science and technology, use informatization to promote the innovation of maritime judicial system and expand the scope and depth of maritime judicial service, therefore showing China’s modern judicial civilization.


It was also pointed out by Shen that Central Committee of the CPC with Comrade Xi Jinping at its core attached great importance to the informatization construction since the eighteenth National Congress of the CPC, implemented the national cyber development strategy, the Internet Plus action plan and the national strategy of big data, meanwhile the SPC conscientiously carried out the implementation of the CPC central committee’s deployment, accelerated the construction of smart courts.


This Practice Base was the first one approved by the SPC aiming at widely gathering information closely related to maritime trial about ships, shipping goods, marine environment, meteorological sea condition and crew condition through the Internet, public service network, local network and maritime professional network, in order to dig into their potential value and eventually be applied to maritime judicial work.


During the ceremony, Shen asked for the creation of a prototype for smart maritime courts, adding that we should make full use of the existing achievements of informatization construction, such as China maritime trial system sub-platform, China foreign commercial maritime trial network and maritime trial intranet work platform, and conscientiously implement the general construction plan for the security protection of the information system of the people’s court.


According to Chen, Shanghai courts have actively built the new mode of “artificial intelligence +” and made gratifying achievements. He hoped Shanghai courts would take this opportunity to better adapt to the reform and development of the big data strategy and artificial intelligence strategy, give full play to the exemplary role and provide more advanced experience for the national smart court construction.


Cui Yadong, deputy secretary of the party committee and director of the Shanghai higher people’s court, presided over the ceremony while speaking of the importance of the Practice Base in building “data court”, “smart court” and “transparent court”. He said that this base was also one part of Shanghai’s construction of national artificial intelligence highland. Shanghai courts will continue to push forward Shanghai’s “four centers” strategy: science technology innovation center, FTZ construction, Strong Maritime Country strategy and the Belt and Road Initiative.
